The mission of High Plains Fair Housing Center is to strengthen communities and to ensure equal access to fair housing in the region through training, education, enforcement, and advocacy.

We envision a country free of housing discrimination where each individual, group, and community enjoys equal housing opportunity and access in an open housing market. We envision a country where private and public sectors collaborate to guarantee civil rights, in an open and barrier-free community.

Executive Director
Elena Brooks is the Founder and Executive Director of Colorink, a mission-driven organization dedicated to combating housing discrimination and expanding equitable access to housing opportunities across North and South Dakota. Colorink is the only organization in the region solely focused on ensuring fair housing choice for all individuals and communities.With over 25 years of experience in grassroots community organizing and public advocacy, Elena has led impactful initiatives addressing critical issues such as neighborhood safety, housing equity, and transportation access. Her work is grounded in building strong community partnerships and driving systemic change at both local and regional levels
